Implementasi Digital Governance dalam Administrasi Informasi Publik DISPUSIPDA Jawa Barat: Studi Kasus Pengelolaan Arsip dan Optimalisasi Layanan Perpustakaan Digital (CANDIL-Eplika)

This study analyzes the implementation of digital governance
in archive management and digital library services at DISPUSIPDA West
Java. Using a qualitative descriptive approach and Iield observation, the
research evaluates the effectiveness of digital transformation through
platforms such as CANDIL and Eplika. The Iindings indicate that while
digitalization has improved information accessibility, its implementation
still faces various challenges, including limited infrastructure, lack of
system interoperability, and weak human resource capacity. Moreover, the
underutilization of user data has resulted in generic library services that
are not sufIiciently responsive to community literacy needs. The study
concludes that DISPUSIPDA has the potential to become a data-driven
smart institution if it can build an integrated digital system architecture,
enhance user behavior analytics, and adopt evidence-based policies with
public engagement. These Iindings contribute to the strengthening of
digital public services and information governance in local government
sectors.
