Analisis Implementation Gap dalam Pengelolaan Infrastruktur Jalan Desa: Studi atas Kerusakan Jalan, Drainase, dan Banjir di Desa Cibiru Hilir Kecamatan Cileunyi

Road infrastructure management in Cibiru Hilir Village still faces implementation problems, as reflected in recurring road damage, inadequate drainage, waterlogging during heavy rainfall, flooding, and public complaints regarding weak follow-up. This study aims to analyze the implementation gap in village road infrastructure management by examining three dimensions: managing and regulating, problem solving, and capacity building. This research uses a descriptive qualitative approach with data collected through observation, in-depth interviews, and documentation involving village government officials, village officers, affected residents, and supporting informants. The findings show that the managing and regulating dimension remains dominated by administrative evaluation and has not developed into a sustainable monitoring system. The problem solving dimension indicates that complaints to higher authorities have not been followed by integrated technical solutions involving road repair, drainage improvement, and community participation. The capacity building dimension shows limited technical capacity, institutional coordination, public communication, and post-repair monitoring. This study concludes that the implementation gap in Cibiru Hilir Village is caused by weak policy management, limited problem-solving capacity, and insufficient institutional capacity. The study recommends strengthening damage data collection, post-repair monitoring, cross-authority coordination, citizen participation forums, and the technical capacity of village institutions.
