This study aims to analyze the effectiveness of the Uninhabitable Housing Assistance Program (Rutilahu) in Bandung City, West Java. The research uses a qualitative descriptive approach with data collected through literature review and documentation. The findings indicate that the Rutilahu program has been relatively effective in improving housing quality for low-income communities, particularly in terms of target accuracy, community participation, and policy support. However, several challenges remain, including limited budget, data inaccuracy, land legality issues, and suboptimal program socialization. The implementation of digital-based systems and improved transparency has contributed positively to program performance. In conclusion, the Rutilahu program plays an important role in enhancing community welfare and supporting sustainable housing development, although continuous improvements are needed to optimize its effectiveness.
